Job Summary and Key Responsibilities:


As a member of the refinery’s in-house engineering team, works collaboratively with the refining organization to develop, implement, and maintain mechanical standards and specifications incorporating industry and professional-engineering best practices. Supports the company’s reliability initiatives and life-cycle cost optimization at acceptable risk-tolerance levels. Works collaboratively with multiple disciplines to analyze competitive gaps in plant reliability on mechanical-engineering standards/specifications and best-practice standards. Identifies value-added areas with highest return on investment or greatest risk reduction. Follows improvement strategy to effectively close gaps ensuring alignment with long-term sustainability objectives and conformity with industry standards and best practices.



  1. Conducts reliability engineering analyses by using available monitoring programs’ results to track failures, predict equipment life, and generate recommendations. Utilizes reliability tools/methodologies for forecasting failures.


  1. Provides engineering support for implementation of maintenance strategies. Participates in FMEA/RCM/RBI (failure mode effects analysis/reliability-centered maintenance/risk-based inspection) reviews and other plant-maintenance optimization as required. Performs criticality analyses for identifying critical equipment and supports identification of critical spare parts.


  1. Actively participates in reliability networks. Advocates and fosters use of optimizing methodologies. Shares lesson learned from the assigned refinery. Supports successful implementation of DETs (defect elimination teams) and participates as core member in DET meetings. Gathers and analyses maintenance and reliability data to identify performance drivers. Calculates and reports key performance indicators. Identifies threats and opportunities and maintains DE register.


  1. Provides failure-analysis support. Calculates mean time between failures (MTBF) for all equipment in assigned area and uses findings to identify trends and causes relating to predicted equipment failures. Identifies actions for improving MTBF under cost-benefit analysis.


  1. Tracks failures in assigned area and identifies “bad actors” according to established criteria. Develops mitigation plan and tracks recommendation until completion. Stewards bad-actors program to ensure lessons learned are applied to similar equipment throughout facility.


  1. Provides technical support on all phases of projects and machinery turnarounds from work scope definition through planning, execution, and documentation. Provides technical input into RAM (reliability, availability, and maintainability) reviews to ensure reliability and maintainability are included in the project scope. Ensures that maintenance strategies for new equipment are included in the project scope.


  1. Supports process safety management (PSM) programs. Provides engineering input into PSM reviews. Develops inspection criteria and monitors mechanical integrity activities for PSM compliance. Supports Management of Change (MOC) process.


  1. Provides RAM (reliability, availability, and maintainability) throughout project lifecycle to estimate asset’s production availability, evaluate asset capabilities, and develop design strategies to reduce risks.



Minimum Education Requirement:

Bachelor of Science degree in mechanical engineering


Experience Requirements:

At least 8 years of experience in an owner’s operator role (i.e., not as a contractor or consultant) performing Conceptual and Feasibility studies of Catalytic Reformer units (CRU), Delay Coker units (DCU), Fluid Catalytic Cracking (FCC) units, Hydro-Desulfurization (HDS) units, Tail Gas processing  units (TGU), and Sulfur Recovery units (SRU) to increase throughput and reliability at deep-conversion oil refineries that process heavy crude API gravity 19 or lower. Minimum of 8 years of experience performing constructability analyses for projects of more than one hundred million dollars. Project experience must include refining-process environments and oil-and-gas transmission pipelines to evaluate resources, cost, and schedule duration; to assess feasibility of the design options; and to determine risk areas during unit shutdowns for maintenance (turnarounds), focusing in minimizing outage time. Minimum of 8 years in an owner’s operator role (i.e., not as a contractor or consultant) managing​ employees in different engineering disciplines developing detailed engineering packages and construction-work packages to revamp existing oil processing units at deep-conversion oil refineries that produce at least 200,000 barrels/day. Minimum of 3 years of experience in reliability engineering at FCC units with a capacity of 60,000 barrels/day or higher, developing root-cause analysis and failure-mode-and-effects analysis of slide valves, cyclones-separation systems, bottom-feed nozzles, catalyst-piping-transfer systems, slurry systems, and carbon monoxide heat-recovery boilers. Minimum of 3 years of experience leading preventive-maintenance programs and setting reliability-centered maintenance plans at Utilities Units within at least 280,000 barrels/day oil refineries’ plants that include steam-power generation, heat-recovery power generation, demineralization water-treatment systems, cooling-water systems, and instrument air systems.
