POSITION SUMMARY:
This position reports to Director– Gas & Liquid Measurement. The position is the subject matter expert for operations and field measurement personnel. Responsible for providing measurement expertise in development, revisions, and maintenance if company processes, procedures and standards; develops, implements and performs training programs for company and contractor personnel; preforms inspection of fabricator/vendor facilities procedures and processes to ensure equipment adheres to company and industry standards; develops, implements and preforms quality assurance processes and programs. Provides technical expertise and support for design and testing of new equipment; provides support and technical expertise to other MarkWest departments, engineering firms, vendor, etc. Coordinating, assisting, or performing startup and commissioning tasks. Participates on measurement committees as MarkWest’s subject matter expert and is subject matter expert and during disputes between MarkWest and others.

ESSENTIAL DUTIES AND RESPONSIBILITIES:
• Ensure the integrity of measurement and recommending procedural changes to ensure accurate measurement.
• Subject matter expert in development, revisions, maintenance and implementation of measurement procedures and standards.
• Train employees, vendors and contractors on company procedures and standards.
• Ensure the integrity of measurements of company operated equipment.
• Provides technical expertise in measurement issues and disputes.
• Ensuring conformity with established company, departmental and industry standards.
• Notifies management of immediate and potential problems and helps to find systems and/or procedural changes to improve performance.
• Works in conjunction with MarkWest business units and third party interconnecting companies to assure industry standards are followed.
• Assist in identifying issues that may affect the validation of pipeline and plant balances and L&U.
• Perform special projects as directed by business units and management.


SUPERVISORY DUTIES:
• May direct and oversee MarkWest personnel and contractor’s specific to assigned projects.

JOB QUALIFICATIONS:
• High school degree is required. Bachelor’s level degree, Associate electronic degree or equivalent level of experience is preferred.
• Minimum of 10 year of measurement experience preferred.
• Must have high level of analytical systematic problem solving background/skills.
• Must have extensive knowledge of pipeline, plant, measurement equipment and operations.
• Extensive knowledge of the latest Industry Documents; (API, AGA, GPA, ASTM)
• Must be able to demonstrate a high level of knowledge of industry guidelines and standards.
• Must be able to make solid business decisions based upon a mixture of analysis, wisdom, experience, and judgment.
• Must organize work for timely completion in meeting deadlines.
• Be available for extensive travel and overtime work if required.
• Possess high level of problem solving skills, asks good questions and can see underlying or hidden problems and patterns.
• Knows how to manage the process by separating and combining tasks into efficient work flow.
• Knows how to deal with ambiguity; can shift gears and comfortably cope with change.
• Ability to recognize and analyze both successes and failures
• Sets priorities; spends his/her time on what is important, eliminates roadblocks; creates focus.
• Must display high level of written and verbal communication skills.

WORKING CONDITIONS:
• Majority of the time in spent at various filed locations/offices. Possibility of overnight travel required +/- 10 - 20%.
