Job Summary and Key Responsibilities:


Works collaboratively with refining organization to develop, implement, and maintain standard instrument processes incorporating industry and professional-engineering best practices. Develops strategies to manage petroleum-refinery assets at peak performance, to optimize lifetime return on investment, and to mitigate reliability risk.


  • Collaborates with refinery engineering and operating personnel to resolve acute as well as chronic reliability and maintenance issues requiring high-level expertise. Considered by the company to be resident subject matter expert for instrumentation. Coordinates root-cause failure analysis on significant instrument equipment failures.


  • Collaborates with refinery engineering staffs to develop and implement electrical/instrument equipment best practices across all refineries. Improvement areas range from basic practices through implementation of “best in class” practices. Fosters development of abilities (of individual refineries and system-wide) to establish and monitor compliance levels. Develops and monitors performance metrics to gauge improvement.


  • Performs gap assessments to identify common deficiencies of instruments/equipment and identifies value-added areas with highest return on investment and/or risk. Leads improvement efforts. Develops strategy encompassing timelines and milestones, agreed-upon deliverables, personnel training, and establishment and monitoring of performance metrics. Periodically assesses sites’ instrument/equipment programs and instrumentation-asset utilization to identify continuous-improvement opportunities.


  • Works with the Supply Chain Management function regarding sourcing/evaluation/selection of suppliers and instrumentation equipment.


  • Stays abreast of latest industry best practices, technology, and equipment design through participation in professional organizations and associations. Provides technical training to refining organization and is responsible for the instrument skill pool.



Education Requirements:


Minimum bachelor’s degree in electrical or instrumentation engineering


Experience Requirements:


Minimum of eight years of plant-level experience with design, specification, installation, and maintenance of measurement and control instrumentation (flow, temperature, pressure, level, vibration, control valves) in crude oil refining and upgrading plants, including all the following: Naphtha Desulfurization (NDU), Naphtha Hydrotreater (NHT), Isomerization, Hydrogen, and Alkylation units. Minimum of eight years (inclusive) of experience as lead engineer reviewing and developing instrumentation standards, procedures, loop-check tenting, control-narrative test protocols, and instrument installation details; reviewing and approving project instrumentation deliverables; and applying Failure Mode Effect Analysis (FMEA), Reliability Centered Maintenance (RCM), Root Cause Analysis (RCA) and Asset Criticality Study on instrumentation in crude oil refining and upgrading plants. Minimum of eight years (inclusive) of experience developing instrument index, loop drawings, and datasheets with SmartPlant Instrumentation (SPI) software with at least two years of experience implementing SPI software at site and corporate levels, including definition and implementation of SPI work process and integration with SAP system and others. Minimum of four years (inclusive) of experience with design and installation of safety instrumented systems per IEC 61511 safety lifecycle, developing proof testing procedures, and performing Functional Safety Assessments (FSA) stages 1, 2, and 3. Minimum of two years (inclusive) of experience developing Safety Requirement Specifications (SRS), evaluating proof testing intervals, and performing functional safety assessments with Safety Lifecycle Manager (SLM) software (including software implementation).
