SUMMARY

This Subject Matter Expert (SME) develops, oversees and optimizes integrity and inspection programs for the corporation and assets, associated with tanks, vessels and facilities, including facility piping.  Functions as an expert for tanks, vessels and facility piping inspection programs, welding specifications, material selection, piping specifications, mechanical equipment inspection, and all associated integrity and inspection programs.  Provides consistency of integrity project management, integrity management plan (IMP) implementation, and IMP documentation across all of the company assets relative to facilities, pipelines and terminals.  Assures that Integrity and Inspection Programs are consistent, thorough, comprehensive and up-to-date throughout the Assets relative to assurance of safe operations; and all pertinent agency and jurisdictional requirements.

 

KEY RESPONSIBILITIES

  • Develops and manages integrity and inspection programs for the corporation and assets, associated with tanks, vessels, and facility piping, including PSV’s, vapor recovery, mechanical equipment and structures at truck terminals, rail terminals, pump stations, marine terminals, docks and causeways. 
  • Maintains inspection programs and procedures.  Implements, monitors and reports on the integrity and inspection programs.  Develops and maintains metrics and key performance indicators relative to mechanical integrity, predictive repairs, replacements and inspection programs.  Maintains trends to assist in predicting and planning repairs, replacements and defining inspection frequencies.
  • Participates in engineering reviews, field troubleshooting, project support, inspection reviews, audits, and ensures inspection programs are developed and maintained.
  • Manages all aspects of integrity projects and field troubleshooting: assessing integrity, defining problems and solutions, assessing inspection data; develops scope, develops repair and replacement plans and provides engineering oversight and guidance for completion and commissioning.
  • Maintains/updates integrity and inspection data base for each project; facilitates the risk assessment process and fitness for services process.  Conducts risk assessments.  Integrates historical integrity and inspection data to develop a comprehensive integrity picture of the assets being assessed.
  • Conducts Fitness for Service (FFS) evaluations, identifies designs for repairs, and perform re-assessments.
  • Assures that all documentation is indexed, maintained and readily available via an electronic document management system for facilities, including tanks, vessels and piping.  Assures that all design and inspection documentation is obtained, indexed and maintained to support the safe and sound operation of facilities relative to the maximum operating parameters.
  • Serve as Subject Matter Expert (SME) to the Regional Tank Program.  Duties will include:
    • Provide technical consultation regarding Assessment Criteria, Repair Scope Approval, and Final Engineering Sign-off.
    • Review and approve welding procedures if required.
    • Review and approve NDE procedures if required.
    • Provide technical engineering review and approval when requested.
    • Provide technical interpretation for the following (but not limited to):
      • API 650
      • API 653
      • API RP 571
      • API RP 575
      • API RP 577
      • API RP 651
      • API RP 652
      • ASME BPVC Section IX
      • ASME BPVC Section V
      • STI – SP001

 

  • Develops and maintains mechanical and structural related integrity and inspection work processes, programs and procedures.  Maintains piping, mechanical and structural specifications; maintains integrity and inspection best practices and facilitates revisions.
  • Develops and maintains inspection programs utilizing an Inspection Database Management System, such as PCMS, Ultrapipe, Capstone or equal.  Performs risk analysis and optimizes Inspection frequencies based upon establishing a sound RBI (Risk Based Inspection) program per accepted industry standards.

 

REQUIREMENTS

EDUCATION: 

  • Minimum undergraduate degree in Mechanical, Structural or Civil Engineering required.  Registered PE preferred.
  • API 653 (tanks) certification required
  • API 510 (vessels) and API 570 (piping) certifications preferred.

 

EXPERIENCE:

  • Minimum 10 years of experience with mechanical, facility and structural engineering with a focus in inspection, integrity management, vessels, tanks, facility design and maintenance required. Experience within the pipeline and/or petroleum industry is preferred.
  • Must be experienced with ASTM, NACE, ASME and API codes and standards; and DOT regulated pipeline and tank requirements. 
  • Thorough knowledge of CFR Part 195, OSHA, and NBIC codes and standards.

 

WORK CONDITIONS

Requires: working additional hours, weekends and/or holidays to complete projects or meet deadlines; ~30 % travel with overnight stays; on and off-road travel conditions; conditions requiring ability to distinguish distances between objects. Conditions include climbing ladders, crawling into confined spaces, climbing on, under and/or over piping and walking on uneven ground. Conditions include working in high places, such as on top of a 40’ storage tank. Conditions include working in elevated and reduced temperature environments. Conditions include working near equipment that may have hydrocarbon odors. Conditions include the possibility to be fit tested for a respirator or self-contained breathing apparatus
