POSITION SUMMARY:

This position will oversee field execution of Logistics projects and provides electrical construction management and oversight to develop technical scopes and work packages supporting projects to ensure safe and reliable operation of electrical power distribution system, equipment and motor controls, and instrumentation. Additionally, this position must have a strong commitment to safety and environmental policies.

 

KEY RESPONSIBILITIES:

 

  • Determines scope of work on all assigned projects by meeting with the customer requesting the work, completing field information package and forwarding to appropriate personnel.
  • Prepares construction estimates, Authority For Expenditure (AFE) forms bid information sheets, contract bid summaries, etc., necessary to facilitate economic approval for projects and subsequent bidding and issuance of contact documents to allow start of construction.
  • Evaluates contractor bids or proposals and makes a value-based selection involving quality, cost and ability to complete work in a timely manner.
  • Secures the necessary zoning, construction and occupancy permits for construction projects as required.  Coordinates acquisition of environmental permits with the Operator.  Represents MPLX and its operators at required public meetings and hearings as necessary.
  • Oversees field construction work performed by various contractors at service stations, terminals, pipeline construction sites and other MPLX facilities.
  • Ensures all construction work is performed in a safe and timely manner and in accordance with G&P and customer safety guidelines.
  • Control project construction costs by allowing only approved extra work, being familiar with normal construction techniques, anticipating construction problems and conflicts in advance, and continuously tracking construction progress, invoices and lien exposure.
  • Communicates critical events that will affect project or construction schedules or estimates so that conflict resolution is possible without delay.
  • Maintains financial responsibility for projects by monitoring current project estimates versus the AFE and reporting any projected overruns in a timely manner.
  • Ensures that all testing and documentation required by the specifications, contracts and all local, State and Federal agencies are completed properly and filed as permanent records.
  • Ensures accurate as-built information is obtained on all project work and submitted to the appropriate designer(s) to allow updating the drawings and records.
  • May provide Construction Manager services on certain designated projects. In the performance of this work, the construction specialist would handle the subcontracting of various portions of the total project work, schedule all construction work, administer contracts, control costs, approve extra work, etc., to ensure the timely and cost-effective completion of the work.
  • Maintains an accurate record of daily activities on the project including work completed, changes to the plans, extra work, work delays, site conditions, inspections, milestone achievement, tests performed and agreed changes between the contractor and Marathon Petroleum 
  • Ensures established G&P and customer policies and procedures are maintained in performance of work.
  • Manage contract electrical inspection staff.

 

EDUCATION AND EXPERIENCE:

 

  • Minimum high school or GED required.
  • Journeyman Electrical License with experience in heavy industry required.
  • Master Electrician License with experience in heavy industry preferred.
  • Experience in refining or petrochemical industries, with project experience required.
  • Minimum 5 years’ experience as construction supervisor, foreman or planner in petrochemical/pipeline industry preferred

 

This position includes relocation to Midland, TX.
