Summary:

 

Supervises refinery’s technical staff in assuring compliance with wastewater, groundwater remediation and waste disposal rules, regulations and permits.  Manages environmental programs ensuring regulatory requirements are incorporated into compliance programs and operational activities.  Oversees permit acquisition, process surveillance, studies and environmental reporting related to wastewater discharge, groundwater remediation and waste disposal.  Responsible for implementation and maintenance of Environmental Stewardship element of OEMS (Operations Excellence Management System) and compliance assurance programs

 

Key Responsibilities:

  • Provides technical leadership for timely and accurate preparation of documents such as waste manifests, regulatory reports and audits in accordance with state/federal standards.  Provides oversight for waste classification.  Serves as technical lead on compliance requirements for wastewater, remediation and waste disposal programs.
  • Develops and maintains refinery’s regulatory compliance strategy.  Coordinates regulatory compliance analysis to ensure waste and wastewater management programs meet requirements with applicable regulations.  Develops and delivers effective environmental training programs interfacing with refinery departments to communicate and define roles in compliance efforts.
  • Develops and maintains effective relationships with regulatory agencies’ staffs. Interfaces with regulatory agency inspectors and management.
  • Coordinates with Legal on actions such as abatement orders, notices to comply or other related actions.
  • Responsible for implementation and maintenance of environmental systems including the Environmental Stewardship element of OEMS and Compliance Assurance activities.
  • Keeps abreast of regulatory compliance initiatives, changes or enforcement practices through networking with Corporate Affairs, industry groups and government agencies
  •  Manages staff.  Initiates selection, promotion and corrective actions when appropriate; accountable for fair and uniform application of human resources policies

 

Education

  • Minimum undergraduate degree in relevant field required.
  • Chemical engineering, environmental engineering or related engineering field preferred.

Experience

  • Minimum 5 years environmental experience in petrochemical industry required.
  • Minimum 1 year supervisory/management experience preferred.
