Position Overview:

Responsible for assisting with compliance with PSM, CalPSM, RMP, CalARP, ISO regulations and associated compliance plan submittals.  Responsible for written report submittals to agencies as designated.  Assists with managing the Incident Investigation program, Audit program, PHA/LOPA Program, MOC Program, ISS/HCA Program, MOOCs and Human Factors program.  Interfaces with regulatory agencies.  Assists with managing audits and tracking of recommendations.  Provides guidance and expertise to ensure refinery PSM/RMP/ISO safety programs meet or exceed regulatory requirements.

 

 

KEY RESULT AREAS AND RESPONSIBILITIES:

 

  • Responsible for assisting with compliance with PSM, RMP, CalARP and ISO regulations and required compliance plan submittals (Federal RMP, California RMP and Safety Plan) and updates.
  • Responsible for the Hazardous Materials Business Plan annual updates.
  • May be designated to act as liaison to regulatory agencies such as Contra Costa Health Services and the EPA.
  • Assists with managing the Incident Investigation program and stewardship of open corrective action items.  Provides investigative support when needed, including root cause analysis performance.
  • Assists with managing open audit recommendations.
  • Provides guidance and expertise to ensure refinery process safety programs meet or exceed regulatory requirements.  Mentors, coaches and trains personnel.
  • Monitors and reports on performance of site process safety programs.
  • Coordinates and supports PHA, LOPA and ISS/HCA studies.
  • Coordinates and supports MOC program.
  • Performs Management of Organizational Change studies (MOOC) as assigned.
  • Coordinates and supports Facility Siting Program.
  • Coordinates and supports implementation of the Human Factors Program.
  • Must possess strong communications skills, both written and verbal.  Must possess good interpersonal skills and ability to communicate at all levels of the organization. 
  • Must possess strong presentation and training skills.
  • Actively participates in Marathon PSM Coordinator Network and in any designated external network meetings.
  • May act as project manager or as project team member on special projects as assigned.
  • Participates as an active member of the refinery emergency response team and spill management team
  • Provides support to advocacy efforts as needed/designated

 

Education:

  • Minimum:  four (4) year degree in science or engineering.  Extensive refinery experience may be substituted for the technical degree.

 

Experience:

  • Desirable to have three (3) to five (5) years of refinery experience.

 

Special Skills:

  • Knowledge in Federal, State and local regulations with specific expertise in PSM, RMP, CalARP and ISO.
