SUMMARY

Manages safe, environmentally compliant, reliable and efficient operations of the So Cal land, marine terminals and the DOT-regulated and non-regulated pipelines of Andeavor Logistics products system and pipeline Control Center. Responsible for developing leadership throughout the organization and driving a safety culture.  

 

KEY RESPONSIBILITIES

  1. Manages and provides leadership and oversight of the Operational performance, Health & Safety performance, environmental compliance, and financial performance of all terminals and pipelines in a specified area/region of Andeavor Logistics
  2. Ensures close coordination of operations with various field and corporate functions (LAR Refinery, EH&S, Engineering, Supply Chain etc)
  3. Coordinates operations, capital and expense planning with various Corporate Departments and management.  Provides input and support for expense and capital projects, initiatives, contracts, manuals and programs.
  4. Sets the tone for safety expectations. Establishes and maintains a highly sensitized culture of Health, Safety and Environmental Compliance of the Operations team including the promotion of safety programs, messaging, training and oversight of the safe operations and performance of employees, contractors and vendors.  Maintains a safe work environment for employees.  Monitors compliance and review of Safety Manual, Operations Manual. Provides assurance of safe work environment.
  5. Participates with internal / external auditors to ensure compliance with company policies and procedures.  Participates with regulatory auditors to ensure compliance with regulations, correct any deficiencies.  Monitors compliance with state and Federal DOT, EPA, OSHA, Coast Guard and IRS regulations.  Participates in spill drills and exercises. Assist with emergency responses and incidents. 
  6. Manages the reliability, utilization, organizational needs, staffing requirements and cost effectiveness of the operations. Prepares annual expense budgets, manages expenses, and authorizes vendor payments.  Provides operational reports and forecasts for throughput and expenses.  Communicates operational and utilization information with regional and corporate management.
  7. Develops and maintains a high performing culture by motivating and leading the organizations. Provides career development opportunities, challenging projects for learning and education. Sets a clear personal example and holds others accountable for achievement of goals and objectives.

 

REQUIREMENTS

Education

  • Minimum undergraduate degree required, engineering preferred.

Experience

  • Minimum 10 years of pipeline, terminaling, truck loading facilities, and/or refining, with previous supervisory experience required
  • Thorough knowledge of DOT regulated pipeline and terminal requirements preferred. 
  • Thorough knowledge of Marine Operations and California State Lands Commission, preferred
