Job Summary:       

Responsible for the implementation and continual improvement of the Western El Paso Refinery safety programs.  This position provides technical safety support including, regulatory review, safety program development and maintenance, and participation in site/company audits.  The incumbent will apply a continuous improvement methodology so that the Refinery can meet or exceed industry “Best Practices” in Safety programs.

Key Responsibilities:

  • Develops, implements and improves general safety programs through revisions to policies and procedures, including Safety in Design, Safe Work Permitting, Lockout/Tagout (LOTO), Fall Protection, High Hazard Work, Confined Space Entry, Trenching and Shoring, Safety Program Auditing, Respiratory Protection, Hearing Conversation, Lead, Benzene, Hydrogen Sulfide, Asbestos, Local Exhaust Ventilation, and Hazard Communication.  Participates in formulating maintenance safe work strategies and policies.
  • Facilitates safety related incident investigations. Analyzes accident and incident reports for trend analysis including leading and lagging indicators.  Provides recommendations for correcting unsafe conditions and actions.
  • Provides technical safety support during normal operations, maintenance activities, construction, and shutdown activities. Position includes cross functional responsibilities with other members of the safety department.  Participates in after-hour response phone rotation.
  • Conducts annual evaluations of the work permitting, LOTO, radiation, and confined space programs. Reviews project plans, including new and retrofit projects to ensure compliance with local, state and federal safety regulations.  Lead and/or participate in safety audits (site/company)
  • Oversees the development and presentation of occupational safety training programs for employees and contractors. Participates in site health and safety committees.
  • Assists in the development and management of assigned elements of the annual budget.  Monitors safety department managed contractors (i.e. in plant service center) using key performance indicators (KPIs).
  • Participates in industry and company and/or safety conferences, seminars and committees as appropriate.  Supports and participates in corporate initiatives and programs. Maintains relevant professional certifications.
  • Participate in major project design review, project execution planning and other project development activities.  This includes providing training and support for project managers, planners, etc. who contract needed services.
  • Lead and/or participate in emergency response team activities (training, drills, etc.) for readiness to respond to emergency situations involving hazardous materials.
  • Performs other duties as assigned by Management.

 

Minimum Requirements

  • Bachelor’s Degree and 1-3 years related experience in General Safety, Safety Engineering, Industrial Hygiene or related discipline required.
  • Certified Safety Professional (CSP) or Certified Industrial Hygienist (CIH) required.

 

Knowledge, Skills, and Abilities:

  • Working knowledge of management systems and associated databases.  Ability to gather data, compile information and prepare reports and other material.
  • Ability to investigate and analyze information and to draw conclusions.
  • Ability to develop, implement, and enforce safety programs and protocols.
  • Ability to design and present informational programs and presentations, based on assessed needs.
  • Strong communication and professional relationship building skills required.
  • Ability to react calmly and effectively in emergency situations.
  • Ability to lead and train staff and/or employees and to communicate technical information to non-technical personnel.
  • Ability to operate, test and/or repair monitoring, sampling and/or analytical equipment and instruments.
  • Knowledge of federal, state and local safety regulations, protocols, and procedures.

 

Physical Requirements:

    • Seeing:  Must be able to read reports and use computer.
    • Hearing:  Must be able to hear well enough to communicate with co-workers.
    • Talking:  Must be able to express and exchange ideas by means of spoken words.
    • Sitting:  Must be able to sit for extended periods of time.
    • Standing/Walking/Mobility:  Must be able to stand and walk distances of up to ¼ mile.
    • Climbing:  Must be able to climb structures of up to 100’ high.
    • Bending/Reaching/Climbing/Stooping/Kneeling:  Must be able to bend, reach, stoop
    • Fingering/Grasping/Feeling:  Major portions of daily work require application of manual skills involving motor coordination and finger dexterity.
    • The employee will be required to lift and carry a 20 pound file box from floor to shoulder height
    • This is a safety sensitive position: will have to pass a physical fitness test, drug screening, and background check.  In addition, this position is subject to random drug testing.
    • Must comply with OSHA Respiratory Protection guidelines and the company respiratory protection program which includes a medical evaluation and fit test to determine the ability to wear a respirator. Must be able to don appropriate respiratory equipment to protect the employee whenever respirators are required.

 

Work Environment:

  • Work is typically performed both inside a regular office and outside in an oil refinery setting. 
  • Analysis and troubleshooting may require trips into the refinery setting.  Proper PPE and training will be supplied and adherence to all safety and operational procedures will need to be followed.
  • Light exposure including bright or dim lighting, wet or humid conditions, and extreme heat (non-weather).
  • Light exposure to extreme heat and cold, moving mechanical parts, loud noise, and vibrations.
  • Light exposure to outdoor weather conditions including wind, rain, snow and heat.
