The Global Procurement (“GP”) Contracts Management Department is part of the GP Organization, and is responsible for administering service contracts, strategic supply agreements and pricing agreements for the Organizations that GP supports. The Procurement Supervisor provides supervision to a team of Procurement Processors; serves as subject matter expert for compliance monitoring processes; collaborates with Law and other Organizations to administer a suite of Model Form Contracts that serve as a starting point for negotiation with Contractors; and assists with negotiation of Refining process technology licenses.

Responsibilities include:

  1. Supervision – Supervise a team of Procurement Processors responsible for administration of service contracts, supply agreements and pricing agreements for Organizations supported by GP.
    1. Coordinate the individual responsibilities of the Procurement Processors and provide ongoing career development opportunities to the team;
    2. Conduct all required individual communication meetings with the Procurement Processors (e.g., mid-year review; career discussion; annual review; compensation meeting, etc.); and
    3. Provide coaching as necessary to ensure development of skills required for current and future opportunities at MPC.
  2. Compliance Monitoring – Serve as subject matter expert for compliance monitoring processes required by Policy or used by Organizations supported by GP.
    1. Serve as GP representative on the Contractor Safety Team responsible for Contractor Safety Prequalification;
    2. Manage the commercial relationship with third parties providing compliance monitoring services (e.g., ISN; DISA Inc.); and
    3. In collaboration with Law; ES&S; Corporate Security; Financial Protection; and GP Process & Systems; develop risk mitigation strategies for emerging compliance monitoring processes (e.g., Fit for Duty, Contractor Skills Verification) and enhancements to existing processes (Contractor Safety Prequalification, Drug & Alcohol Compliance Monitoring, Background Security Checks, Fatigue Management, Corporate Vetting).
  3. Model Form Contracts – In collaboration with Law; Financial Protection; and GP Process & Systems, identify and initiate enhancements to existing Model Form Contracts and identify the need for new Model Form Contracts.
    1. Serve as lead GP Representative on the Model Contract Review Board (“MCRB”) responsible for administering the Model Form Contracts; and
    2. Serve as subject matter expert responding to questions about contracts and other commercial issues.
  4. Refining Process Technology Licenses – Upon request, assist with negotiation and execution of license agreements, engineering agreements, and guarantee agreements required for Refining processes.
