Overview:

This position coordinates emergency preparedness, response, and dock safety and compliance activities within the Terminal, Transport, and Rail (TT&R) organization, which supports a dynamic and geographically diverse group of assets comprising of Asphalt and Light Products Terminals, Transport Operations and Rail Operations. The successful candidate will help develop, interpret, and implement policies, procedures, strategies, and tactics that relate to emergency planning, response, and dock safety and compliance within TT&R.

 

Responsibilities:

The following roles and responsibilities are expected of the successful candidate:

  • Assure compliance to applicable emergency response-related United States Coast Guard (USCG), Environmental Protection Agency (EPA), and Occupational Safety and Health Administration (OSHA) regulations and guidelines.
  • Coordinate compliance with and conduct training for Qualified Individual, Preparedness for Response Exercise Program (PREP) database, and preparation for Government Initiated Unannounced Exercises (GIUEs).
  • Coordinate Oil Spill Response Organizations (OSRO) and other emergency responders and fill OSRO compliance gaps.
  • Coordinate the USCG dock operations compliance.
  • Coordinate training and continuous improvement of Tier I and II response teams.
  • Administer dock safety program.
  • Plan and execute annual Tier II team oil-spill release exercises.
  • Serve as Advisor and/or other Incident Command Structure positions for Tier I - II releases and drills/exercises.
  • Administer and continually improve the Hazardous Waste Operations & Emergency Response (HAZWOPER) training program.

 

Desired Experience:

  • Bachelor’s Degree strongly preferred
  • Senior level or officer level experience strongly preferred (e.g. Federal On-Scene Coordinator, etc.)
  • US Coast Guard service
  • ICS coursework 100, 200, 300, 430/440, 700, 800
  • Managing highly complex emergency responses cooperating with numerous agencies, response organizations and other regulatory authorities
  • Oil Spill and Hazardous Material Response
  • Fixed Facility Response Plans and Operations Manuals
  • National Response Framework / National Contingency Plan familiarity
