The Absence Management Supervisor reports to the Benefits Administration Manager and is responsible for the strategic direction and insurance placement for Marathon Petroleum LLC and Speedway.  Also responsible for the day-to-day administration of the Long Term Disability Plan and Worker's Compensation program for MPC with responsibility for Jones Act, United States Long shore and Harbor regulations and the Owner-Controlled Insurance Program.  Additional responsibility for leave administration includes Medical, Personal, Military, Educational, and all FMLA leaves. 

 

1.     Responsible for the self-insurance program for Worker’s Compensation corporate-wide, with coverage in the 100’s of millions, working closely with brokers and the Financial Protection organization to set up and maintain the Company’s programs. 

 

2.     Performs and directs risk and financial analysis that result in recommended changes to approved financial guidelines and obtains underwriting information for handling corporate Workers' Compensation risks; coordinates securing any Workers' Compensation bonds, letters of credit, or other collateral required for Company operations.  Negotiates Workers' Compensation contracts and binds insurance coverage.

 

3.     Establishes procedures and assures compliance with all state and federal laws governing disabilities.  State laws vary greatly, so knowledge of all states in which the Company operates is required.  Establishes and maintains relationships with state directors of insurance, state, and local attorneys, and state and local court systems to facilitate the establishment of appropriate procedures.

 

4.     Conducts special studies and participates in planning revisions in assigned programs to improve Company-wide administration and to meet changed requirements; devises and recommends methods, procedures, and forms pertaining to those activities within area of assignment. 

 

5.     Obtains input from outside sources including state self-insurance bureaus, often holding positions on the state boards to facilitate obtaining current information.

 

6.     Coordinates the Absence Management Advisory Team, a cross-functional team comprised of representation from Safety, Law, Health Services, Benefits Administration, and Absence Management, to develop unique and individualized solutions to unusual disability situations in a manner that ensures confidentiality.  Presents such solutions to appropriate Human Resources to gain their support and approval.

 

7.     Confers with outside consultants, attorneys, third party administrators, insurers, and physicians as well as Company components to furnish or request necessary data, discuss problems of mutual interest, and otherwise assure proper coordination of areas of assignment.

 

8.     Monitors employees who are placed on sick leave of absence to ensure that all appropriate medical and rehabilitative resources are engaged to expedite the employees' return to work.

 

9.     Receives and investigates employee appeals, benefits, and service complaints; makes appropriate recommendations to resolve issues and prepares responses for management, as required.

 

10.  Oversees appeals process to ensure that appeals are responded to in a timely manner, meeting legal, and Plan obligations.

 

11.  Monitors the performance of third party vendors administering Worker's Compensation programs and the Long Term Disability Plans, including claims payers, medical service providers, legal counsel, and nurse case managers.

 

12.  Monitors and instructs all personnel (including vendors) responsible for ensuring payments of Workers'  Compensation disability benefits and medical claims.

 

13.  Negotiates and approves Worker's Compensation settlements and provides recommendations to management for settlements of higher value.

 

14.  Analyzes and participates in the vetting process for Owner-Controlled Insurance Programs (OCIP).  Oversees the administration and claims processing of the OCIP, along with local safety and health services organizations.  Works with third party administrators and vendors to efficiently execute OCIP programs to provide maximum value for the company.

 

15.  Coordinates the administration of the Long Term Disability Plans.

 

16.  Oversees staff of eight employees. Directly trains, supervises, and reviews the administrative assistants, and benefits processors and analysts necessary to administer the plan.

 

17.  Travel requirements approximately 10-20%.

Qualifications:

 

  1. 10+ years prior Worker's Compensation Experience

  2. 5+ years previous Supervisory Experience

  3. Medical background preferred

  4.  Successful candidate must have prior experience with self-insurance, risk management and experience with legal aspects and jurisdictional requirements.

  5. Bachelor's preferred
