This position supports refinery civil/structural integrity engineering and maintenance functions necessary to comply with industry codes and standards, regulatory requirements, and company standards.


Key Responsibilities:

  • Develops and provides technical guidance to the refinery’s business plan to maintain civil/structural integrity in infrastructure, including: steel structures, concrete structures, fireproofing, roads, refinery sewer systems, firewater systems, piping integrity at soil-to-air interface, contact point corrosion (e.g., pipes on supports in wet zones in cooling tower drift), seismic evaluations and repairs, cooling tower repair, and demolition of fixed equipment and structures.
  • Develops a program to comply with CalARP/CalPSM seismic evaluation of existing structures and mechanical systems (fixed equipment and piping). Provides engineering solutions for necessary seismic upgrades.
  • Civil engineering review of project plans and building permit submissions (plans and calculations) for new construction or significant upgrades for compliance with the current California Building Code and ASCE-10.
  • Provides technical support to engineering and inspection groups.
  • Defines, communicates, and executes programs and processes consistent with and in support of refinery’s reliability targets ensuring risk is appropriately managed.
  • Counsels on industry standards and best practices to ensure work products are technically sound and in accordance with corporate standards.
  • Coordinates proactive civil/structural integrity studies and evaluations. Oversees the collection, reporting, and analysis of evaluation studies and metrics to identify trends that will benefit and improve the refinery civil/structural infrastructure. Leverages findings to mitigate potential issues and identify improvement opportunities.
  • Collaborates with Supply Chain Management to secure supplementary engineering and inspection services. Coordinates contractor assessment to ensure compliance with company’s technical standards, safe work practices, service quality and performance efficiency
  • Integrate technical expertise, industry knowledge and business experience in judgment and decision-making to arrive at conclusions which result in productive, reliable, risk mitigation and cost-reducing actions.
  • Complete all required training on time.
  • Complete / participate in incident investigations.
  • Complete incident investigations / root cause analyses as assigned.



  • Minimum undergraduate degree in civil engineering, or other relevant technical engineering discipline; graduate degree in civil engineering or related discipline is preferred.
  • Minimum 10+ years of professional engineering experience related to civil/structural engineering, preferably in the refining and/or petrochemical industry. Demonstrates high level analytical and problem-solving skills by resolving complex technical issues.

Preferred Skills:

  • Knowledge of petroleum refining process equipment mechanical codes/industry Recommended Practices for equipment design and repair (e.g., pressure vessels, tanks, piping, equipment foundations).
  • Professional Engineering license in California as a Civil Engineer or similar PE specialization is preferred.
